The Department of Social Welfare, Manipur with its Office at the Directorate Complex, AT Line(2nd MR Gate), Imphal has been implementing various Welfare Schemes since its inception, for the welfare and development of women, children, disabled, old aged persons, socially maladjusted persons etc. The Department's schemes are however executed by the various State Level, District level and block level Offices/Institutions indicated below:

Welfare of the Women
Under the schemes the Department accommodated 11 working women at the Department's Working Ladies Hostel at Takyel Annual State Grant to one Destitute Women Home at Imphal was also extended. The Department chalked out year long program on the Women's Empowerment year 2001 in the first State Level Committee meeting held on 7th March 2001 (in which all related State Department were assigned with the responsibility of observing the year in a befitting manner. Accordingly the observance was continued in 2000-02 and various state Department observed the same by organizing Seminars/Workshops on monthly basis.

Child Welfare
In the area of child welfare the following programmes were taken up :

Grant-in-aid to Destitute Children Homes
The Department has been extending grant-in-aid to 8(eight) destitute children Homes as usual run by eminent NGOs for care and maintenance of the destitute, orphan and neglected children, Altogether 321 destitute/orphan/neglected children have been provided shelter and care in these Homes

Financial Assistance to Department Children
Financial assistance @Rs. 60/- per child per month in the age of 6-14 years were extended to 288 school going destitute children living below poverty line.

State Bal Bhavan
The State Bal Bhavan at Khuman Lampak which is a residential-cum-educational centre has been providing training facilities in various fields like music, dance, science, home management, computer etc.
Various workshops, camps and competitions have been organized all through the year. Every year, children of State bal Bhavan are sent to participant in the National bal Shree camp where the best children are selected in creative fields of arts, creative performance, science and creative writing till now, 7 children of our State have received the award since 1995.
Bal Kendras in the tribal areas of Senapti and Churachandpur Districts has been opened to benefit the children of the remote areas to the facilities provided under bal Bhavan Opening of one more Bal Bhavan-cum-children park at Moreh, Border town of the Indo Myanmar is under Process.

Welfare of the disabled
Under the scheme, the 2(two) special schools i,e Govt. Ideal Blind School and Govt. Ideal Blind School and Govt. deaf & mute School have been successfully continuing its educational Programmes to the disabled children i,e Blind Deaf & Mute, all the year round. These schools produced a few matriculates every year. The monthly diet Allowance @ 500/- p.m to the hostellers of these 2(two) Schools have been provided, Disabled students scholarship were also extended to 142 students. With the implementation of persons with Disabilities (Equal opportunities, protection of rights and full participation) Act 1995. The Department has organised 2 camps for identification and assessment of the disabled persons. The camp was organised at J.N Hospital, Porompat and during the camp sittings of Sate Medical Board was of disabled and permanent disability certificate, Identity card/ass books have been issued to them. A central scheme known as Gramee Purnavas Yojana, District disability Rehabilitation Centre was launched and the Medical Superintendent of J.N Hospital, Imphal has been designed as Nodal Officer of the composite fitment and rehabilitation Centre, (DDRC). The Centre has so far distributed 18 wheel chairs/tri-cycles to the disabled persons registered in the centre.

WELFARE OF THE AGED & INFIRMED
Under the scheme of Aged & infirm, the department is giving monthly old age pension to old age persons under Manipur Old Age Pension Rules continuously. So far 4172 pensioners have been benefited under the scheme. A sum of Rs. 100/- p.m have been given to these pensioners upto Feb, 2002.

Correctional Services
With the enforcement of Juvenile Justice Act, 1986, in the state, the Department has been implementing the Central Sponsored Scheme of " A programme for Juvenile Justice," being financed by the Govt. of India and State Government on 50:50 sharing basis. The Department has established one Observation Home, One Juvenile Home and One Special Home at Takyl. The observation Home and the Special Home have been engaging in handling the Juvenile delinquents sent by the Juvenile Court Magistrates every now and then. During 2001-2002, 2(two) boys delinquent Juveniles have been kept at Home under orders of Juvenile Court.
The Act has been re-enacted incorporating all the standards prescribed in the convention on the Rights of child adopted by the United nations. As a follow up action, the draft Manipur Juvenile Justice (care & protection of children) Rules, 2001 to carry out the purposes of the Act in Manipur is under process.

Manipur State social Welfare Advisory Board
Imphal was constituted on 6th September, 1954. Various welfare programs specially for women & children have been implemented under the Board with Officers and staff stength approved by the Central Government. The maintenance of staff are however borne by the Central Board and State Govt. on the basis of 50:50 basis. The Board which has been running under the patronage of the Central Social Welfare Board, New delhi received 50% of the State matching share.

Integrated Child development services scheme (ICDS)
During the year under report, there were 34 ICDS projcts spreading throughout the entire 9 Districts of Manipur covering 33 locks and 1 (one) Urban ICDS Projects along with one State ICDS Cell at the State Head Quarters and 6(six) Districts ICDS Cells at the Districts Levels.
The Government of India approved 4501 AWCs out of which the State Government had given sanction for 4460 AWCs, 4460 AWCs were functioning as on 31.3.2002. 4460 Anganwadi Workers and 4460 Anganwadi Helpers were working in the 4460 AWCs.
Under the Scheme, the nutritional status of children as identified was as follows
52744 boys and 52925 girls within the age group of 3-6 years had been given the knowledge of pre-school education during the year under report.
Programme of the health check-up, immunization, IEC were conducted at the Anganwadi Centres in coordination with Department of Health and family Welfare, Manipur. The World Breast Feeding Day, national Nutritional Week, ICDS Day, Children's Day, Republic Day and Mother's Day were observed at the District and Project Levels.
Expenditure under ICDS General
During th year under report, only a sum of Rs. 1060.90 lakhs was spent aginst Budgetary requirement of Rs. 1716.38 lakhs. So Staff Salaries and honorarium of AWWs/AHa had been paid up to January 2002 only.
Procurement of Medicine and PSE kits:
5000 Medicine Kits were procured by the State government and distributed to all AWCs through the District Consignees/CDPOs. further, PSE kits were also procured by the respective ICDS Projects with the involvement of District Administration and same had been started distribution to the AWCs.
Kishori Shakti Yojna(KSY)
The Kishori Shakti Yojna (KSY) renamed from the erstwhile Adoloscent Girls Scheme ( AGs) was started launching in 13(thirteen) ICDS Projects of Manipur Viz. 1. tengoupal 2. Chandel. 3. Chakpikarong. 4. ukhrul. 5. Phungyar 6. Chingai. 7. Kasom Khullen. 8. Kamjong. 9. imphal East I ( Swombung) 10. Imphal West I. 11. Jiribam 12 Moirang 13. Bishnupur. This was a new thrust aimig at laying of healthy foundation of Girlhood to become Womanhood of the Girls-child in the age group of 11-19 years of age. A sum of Rs. 14.30 lakhs had been provided @ rs.1.10 lakhs pr project.
780 Adolscent girls had been given Orientation Training Course.
Award to Anganwadi Workers:
During the year under report 10(ten) best Anganwadi Workers were selected for award under ICDS Scheme based on the performance of the last year (2000-2001)
Pradhan Mantri Gramodaya Yojna (PMGY) -
Nutrition Component under additional Central Assistance- Supplementary Nutrition under ICDS. The new initiative in the form of Pradhan Mantri's Gramodaya Yojna(PMGY) had been introduced in Manipur from the year 2000-2001 for eradicating malnutrition amongst under three year children by increased nutritional coverage of supplementary feeding of these children through the ICDS Scheme. A sum of Rs. 3,64.20 lakhs had been sanctioned during the year 2001-2002 for procurement of 412.9 MTs of Amul Skimmed Milk Powder for distribution to AWCs.

NATIONAL SOCIAL ASSISTANCE Programme(NSAP)
The Department of Social Welfare Manipur is also working as nodel department nin the implementation of National Social Assistance Programme (NSAP) implemented by the District level Agencies i,e DRDAs. This scheme has 3 components i.e.,

National Old Age Pension Scheme :
Under which old age persons have been given a sum of Rs 75/- p.m. As per record collected from DCs, 35,061 persons have been given pensions during the year.

National Maternity benefit Scheme :
Financial assistance to the family below poverty line on the birth of a child was extended. During the year, 5635 families have been benefited.

National Family Benefit scheme :
Under which financial grant to the family belonging to poverty line when the head of family who is primary Bread winner of the fmily dies Under the scheme 599 families were benefited.

BALIKA SAMRIDHI YOJNA(BSY)
A Centrally sponsored scheme, namely the Balika Saridhi Yojana has been implementing in the State since 1997. A post delivery grant of Rs. 500/- is provided to the mother of the girl child. Number of girl benefited under the scheme is 3,208

ICDS Training Programme (UDISHA) :
4(four) Anganwadi Workers Training Centres run by the NGOs and the state Government conducted various ICDS Job Course Training for AWWs/Orientation Course for Anganwadi Helpers. During the year under report , 385 AWWa were given Job Course Training by the Anganwadi Workers Training Centres under UDISHA Training Programme.
