The Skill Training has been given to persons with disabilities under the component of CMST and more programmes will be implemented in collaboration with Central Institute of Petrochemicals Engineering & Technology (CIPET), Takyelpat Industrial Estate, Imphal and other Training Providers registered in the National Skill Development Corporation (NSD)/Sector Council for Persons with Disabilities (SCPwD).

The State Govt. has launched a new scheme for fitting  Artificial limbs for persons with disabilities and so far 54 persons with disabilities have been benefited under the scheme.

The State Govt. has launched a new Pension Scheme for persons with disabilities since 2022-23 over and above Indira Gandhi National Disabled Pension Scheme (IGNDPS).

Unemployment allowance to persons with disabilities registered with Special Employment Exchange for more than 2 (two) years and who could not be placed in any gainful occupation

The State Govt. is providing Unemployment Allowance to persons with disabilities registered with Special Employment Exchange for more than 2 (two) years and who could not be placed in any gainful occupation since 2006-07.

Care –Giver Allowance to persons with disabilities with high support needs

The State Govt. has launched this scheme as a component of Chief Ministergi Shotharabasingi Tengbang Scheme (CMST) since 2017-18. So far more than 7573 persons with disabilities are enjoying the allowance.

The Social Welfare Department has been running 4 (four) Residential Special Schools at Takyel, Mongshangei and Heikakpokpi and imparting free education, uniform and hostel facilities free of cost upto X standard.

Identification of Posts for reservation

The process for identification of posts is underway. In spite of it,  the State Govt. has issued an Office Memorandum for Reservation of Persons with Disability in appointment by way of Direct Recruitment in Govt. Establishments (copy enclosed as Annexure-3)

Special Employment Exchange

The Additional Director of Employment has issued an Office Memorandum vide No. SEEX/PH/1/49/97 dated 10th June, 2009 that registration of persons with disabilities is to be done by all District Employment Exchanges by opening a Special Cell. Copy enclosed as Annexure-4.

Appointment of competent  Authority for registration of Institutions

The State Govt. has issued an order in this regard vide No. 11/3/97-S(SW) dated 7th October, 1997 that Director Social Welfare Manipur shall be the competent authority for grant of Certificate of Registration. Copy of order is enclosed as Annexure-5

Registration of Institutions for persons with disabilities

So far, more than 60 institutions have been registered for providing different services to persons with disabilities.

The voluntary organizations have been submitting applications for issuance or renewal of their recognition certificate and no application is pending.

State Advisory Board on Disability

The State Advisory Board on Disability is constituted vide No. 10/11/2017-S(SW dated 1st September, 2018 and proposal for reconstitution has been submitted to Govt. vide letter No. 10/205/2017-SW(D)SAB dated 17th June, 2022 (copies enclosed as Annexure-6.

Appointment of State Commissioner

The person holding the office of the State Commissioner for Persons with Disabilities retired on 31st December, 2022. Now, the process for appointment is under way and soon the Commissioner will be appointed. Copy of notification and other relevant copies are enclosed as Annexure-8.

Special Court

Power of State Govt. to make rules

The State Govt has framed the State Rules vide No.10/9/2016-S(SW) dated 20th June, 2020 (copy enclosed as Annexure-10).

                22.            6 (2) (ii) Constitution of Committee for Research on Disability The State Govt. had constituted a Committee for Research on Disability vide Orders No. CUC-101(4)/2/2023-SW-SW dated 12th September, 2023 (copy enclosed as Annexure-1)
                23. 88 State Fund for PwDs The State Govt. had created the State Fund for PwDs vide Order No. FBUD-3044/2/2021-e-FD: dated 13th September, 2023 and also constituted a Governing Body for Utilization and management of the State Fund for PwDs vide Orders No. CUC-101(2)/9/2023-SW-SW:dated 12th September, 2023 (copies enclosed as Annexure-2)

Welfare for Disabled persons

Social Welfare Department implement many schemes for disabled persons to assist them to secure education, academic, technical or professional training on the shop/floor of the industrial establishment as would enable them to earn a living and to become useful members of the society.

Under this scheme, 2(two) Specials Schools one for Visual Impaired and one for Hearing Impaired with hostel facilities are running at the Government level. Besides these two Govt. schools, 4 NGOS have established another 5(five) Special Schools (4 for Mentally Retarded and one for Hearing Impaired).

Diet allowances @ Rs.500/- p.m. are provided to every hostellers of the two Govt. schools. Scholarship ranging from Rs.40/- to Rs.120/- p.m. is awarded to the disabled students . for Blind students. Blind students are also provided Reader allowance and Brailed Text Books at free of cost. Mentally Retarded students are given maintenance allowance @ Rs.300/- per annum.

Employment opportunity

  • The Social Welfare Department in co-ordination with local N.G.Os. and services of Anganwadi Workers conducted a survey in the year 1995 and identified 24690 disabled persons in the State. For these disable persons, special employment exchange window is open at the employment exchange, Langol, Imphal for job application. The Scheme is continuing since 1982 even before the Act came into force. 3% of jobs in the direct recruitment of Class - III and IV posts is reserved for P.W.Ds. in the following rosters :
    1. 1% for Visual Impaired in the 34th roster
    2. 1% for Hearing Impaired in the 67th roster.
    3. 1% for Locomotors Disability in the 100th roster
     
    • Upper age limit for applying Government jobs is relaxed by 10th years for PWDs of all categories.
    • Departments like PWDs, Town Planning, HUDCO, PDA etc. have been requested to provide non discrimination facilities on the roads, transport, in built environments etc.

Rehabilitation Centre

A Centrally Sponsored scheme known as Gramee Purnavas Yojna, a Composite Fitment and Rehabilitation Centre (CFRC) has been established at J.N Hospital, Porompat, Imphal. Medical Superintendent is the Nodal Officer for this Centre. The centre has distributed wheel chairs/tri-cycles to the disabled persons registered in this centre. The International Day for disabled is observed on 3rd December every year. While observing this day the disable persons sponsored by NGOs/Govt. Schools participate in cultural shows, games and sports etc. Students participated in these activities are awarded cash prizes also.
